Yobe State ProjectsYobe State was created out of the former Borno State in year 1991.  It therefore inherited most of the institutional structures of that State.  Like all the States of the Federation, it has three arms of Government consisting of the Legislature, the Executive and Judiciary.
Control and delivery of Water Supply and Sanitation services is the responsibility of the Executive arm of the government which is headed by the Governor assisted by the Deputy Governor. Yobe State has 19 Ministries responsible for the various sectors of the state economy. Water and sanitation coverage is 42 and 40% respectively.

The first phase of the WSSSRP was implemented between 2006 and Dec. 2008 having 4 LGAs and communities initailly selected. The Phase involved the design of water and sanitation facilities were designed and series of studies were conducted. Trainings, learning visits, development of water and sanitation policy, institutional reviews, community trainings, establishment of community institutions such as Water Consumers’ Association (WCA), Volunteer Hygiene Promoters (VHP), Environmental Health Club (EHC) and school environmental clubs. Eleven State Counterpart staff were appointed to work with the State Technical Unit. It is expected that the programme will benefit six-hundred thousand (600,000) inhabitants of Yobe State.

The second phase of WSSSRP started in January/February 2009 with the construction phase of the programme where upgrading, improvement and rehabilitation of water supply scheme (boreholes, reticulations, Overhead Tanks, pipeline extension, etc) where carried out in in 4 urban towns. Next was the development/rehabilitation of water supply schemes in the 6 small towns and schools in the 4 selected LGAs adding up to a total of thirty–five (35) boreholes constructed, seventeen (17) boreholes to be rehabilitated. Following this was the construction of One Hundred and Twenty- three (123) sanitary facilities in the 6 small towns and schools. and construction of Two- Hundred and Fifty- One (251) water supply facilities:- Handpump, boreholes, protected dug wells, solar powered/motorized boreholes and 120 compartment latrines- sanitation facilities in 20 selected schools in the 100 rural communities. Construction of facilities has started in 41 rural communities.

This gives a total of Two Hundred and Eighty- Six (286) water supply facilities to be constructed, seventeen (17) boreholes to be rehabilitated and Two Hundred and Forty-three (243) VIP latrines to be constructed in the urban, small town and rural communities. Procurement procedure for the contracts has been completed, approval and no objection is being awaited from the European Union and Federal Ministry of Water Resources. It was proposed that the contracts would be awarded in early 2010

The Counterpart staff is headed by the Programme Manager- Malam Idris Dauda. Other include: Mallam Yusuf Jajere- Imprest Accounting Officer, Alhaji Liman Baba as hydrogeologist, Engineer Mahdi Zarma as Procurement Specialist, Engineer Abba Hassan as electrical engineer, Engineer Hadi Bala, Mallam Modu Baba as community mobilization, Mallam Musa Gasamu as Sanitation officer and 3 others.
