The present Cross River State was created in 1987 when the former Cross River State was split into Akwa Ibom and Cross River States both located in the south south geopolitical zone. The state has a population figure of about 2,000,000 people as at the 1991 census figures spread in the 18 local government areas.
STU STRUCTURE
The STU is set up to assist in the implementation of the WSSSRP programme in Cross River State. The composition is the EU recruited consultants as shown in the organogramme below and also a table showing the list of other state government staff seconded as members of the state programme implementation unit. Other staff from the Cross River state water board limited are involved in the actual programme implementation.

Water Sector in Cross River State
The Ministry of Public Utilities is responsible policy and supervisory roles in the state. It has the following departments.
- Water Resources
- Electrical
- Transport
Water Resources Department
The department carries out two main functions.
1. Supervises the following:
- Water board Limited
- Rural Water and Sanitation Agency
- Private Water Vendors
- Monitoring and evaluation of Water projects in the state.
Electrical Department
The department is involved in the implementation rural and urban electrification projects.
Transport Department
The department is involved in the implementation of the following:
- Vehicle inspection
- Issuance of certificates for vehicles road worthiness
- Issuance of vehicle and drivers licences
Cross River State Water Board Limited Company
The Cross River State Water Board Ltd. as it is today called following its incorporation in August 1998 was established following the reconstitution of the Water Division of the then Ministry of Works and Housing by Edict No. 13 of 1975 and amended severally before its incorporation.
The company had before its incorporation, operated to a considerable degree as a government department, suffering from undue control and interference in its day to day operations by government. This reduced the speed with which situations were handled and contributed much to the deteriorating state of water supply which encouraged individuals to look for alternative sources at the time.
However, in 1992 the company sourced for and obtained a loan of $116m from the African Development Bank (ADB) for physical development of water supply facilities and institutional strengthening of the organization. This loan was obtained by the Federal Government of Nigeria and on lent to Cross River State Government. This project has been successfully completed and commissioned in November 2005. Benefiting communities are today enjoying regular potable water supply 24/7. This is made possible through a Public-Private Partnership Management Contract with Messrs. Ortech Nigeria Ltd. and Ortech UK.
Management
The Company having transited from a Parastatal to a Limited Liability Company, developed a new Organizational Structure. At the Apex this Structure is the Board of Directors head by the Board Chairman, that ensures that the aims and objectives of the Organization as stated in the established Memorandum and Articles of Association are achieved.
The Management team, comprising the Managing Director/Chief Executive Officer and head of its five (5) departments of Personnel and Administration, Production, Planning, Research and Statistics, Accounts and Operations, ensure the implementation of Board’s decision and is responsible for day to day running of the Company.
Cross River State Rural Water Supply and Sanitation Agency (RUWASSA)
Functions of Ruwatssa
RUWATTSA was established by edict 6 of 1991 with the major task of providing safe and portable water, sanitation and hygiene services for rural communities in the state
A. Water Supply
- The provision of portable water for rural communities through the design and drilling of hand pump boreholes;
- Design and construction of Mini Water and Semi urban water Schemes
- The Development of springs and streams as alternative water sources;
- Rain-water harvesting;
- Pond filtration Gallery;
- River Empowerment;
- The rehabilitation of broken down hand pump boreholes and other water sources;
- Installation and repairs of hand pumps;
- The design and construction of Hand dug wells;
B. Sanitation
- The Design and provision of VIP and Sanplat latrines for rural communities.
- Training of communities on proper use of these sanitary latrines.
- The provision of Sani-centres for the procurement and provision of spares.
- Training on Sanplat construction
C. Hygiene
- Carry out Mobilization Activities including training on hyiegene and community management of WASH projects.
