WSSSRP Anambra

Anambra state, a late entrant into the WSSSRP is located in the South East geographical zone of the Country having 21 Local Government Areas made up of over 600 communities, small towns and urban towns with a population of about 4.1 million people.

The Anambra State Government signed the MOU on June 30th 2006. The State Technical Unit (STU) fully mobilized in November 2006 and demobilised on 20th January 2009 under the First Phase TA managed by Mouchel Parkman. Under this Technical Assistance (TA) a Start Up Programme Estimate (SUPE) and PE-2 were executed. SUPE was approved to take effect from April 11th – October 10th 2007. The focus of the SUPE was context understanding/stakeholding for the actual work, institutional environmental scanning to identify key strengths and weakness and to finally develop plans towards achieving the global objectives of the WSSSRP in Anambra – Sector Reform leading to improved service delivery as a vehicle for poverty reduction. To meet the SUPE objectives 35 activities were planned under the four Result Areas and 33 were successfully carried out.

The PE-2 followed on the SUPE and was successfully executed between February 2008 and January 2009.

The new TA under which the PE-3 is to be executed is managed by a Consortium of three Firms, led W.S Atkins International. The other members are ENPLAN and ITAD

The Specific WSSSRP Results in Anambra State are:

  • Improved water governance in Anambra State and the five selected LGAs of Aguata, Anambra East, Idemili South, Nnewi North and Ogbaru.

  • Improved water services delivery in 3 urban areas of Anambra State.

  • Water supply, sanitation and hygiene promotion services delivered in a sustainable and integrated manner in 179 rural villages and 10 small towns equally distributed in the 5 LGAs.

Anambra State Population DistributionGovernment readiness to reform for good governance is apparent judging by the level of commitment shown in terms of meeting the terms of the MOU that was signed in June 2006 and the support given to the programme by the State at the highest level. Poor sector institutional confidence and inadequate capacity have created a large service gap across the state. This is opportunity presented to the PSPs group that has now taken over 75% of service provision in the state. Also the communal effort of Anambrarians has sustained community developed and managed projects. This is an environment that is thus, suitable for good governance and the active participation of the PS Ps.

The immediate gains of the programme can be adjudged by the fact that the State has created the Ministry of Public Utilities, Water Resources and Community development. Additionally is the fact that the Sector budget for 2008 is doubled the 2007 figure.

Water supply, sanitation and hygiene promotion services delivered in a sustainable and integrated manner in 179 rural villages and 10 small towns equally distributed in the 5 LGAs:

  • Volunteer hygiene promoters (VHPs) established and trained in 10 small towns

  • 40 soap makers trained in 10 small towns

  • Soap making seed materials supplied to all selected small towns

  • Environmental Health Clubs (EHCs) established and trained in schools

  • 1st Anambra School Hygiene Promotion Competition conducted in May 2009

  • Participated in Schools Hygiene Convention between 6 WSSSRP States

  • Anambra State primary schools HYGIENE GUIDE developed and implemented in all primary schools in the State
