Project Framework

The WSSSRP supports the Federal Government and the six States (Anambra, Cross-River, Jigawa, Kano, Osun and Yobe) to develop and implement a water and sanitation sector reform, taking into consideration critical legal, policy and institutional issues.

The WSSSRP supports six states to implement these reforms and provides funds for constructing water and sanitation facilities. The WSSSRP will cover about 50% of the cost with the Government (Federal, State, Local) and communities providing the other 50%, as per the 2000 National Water Supply and Sanitation Policy. There is no pre-allocation of fund between the six states; funds will be directed to those that demonstrate commitment to improve governance, willingness to reform, and ability to implement project activities.

The Programme plans to achieve four results:

1. Improve water governance at the Federal level
2. Improve water governance at the State and Local Government levels in six states
3. Improve water service delivery to urban areas in the six states
4. Improve water supply, sanitation, and hygiene promotion services delivery in 1,400 rural communities, and 60 small towns in 30 LGAs in the six states.

The programme will ensure a balance between Water Supply, Hygiene Promotion and Sanitation.
